Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies, Groups, and Individuals This publication gives notice that Texas General Land Office (GLO) will conduct an evaluation as required by Executive Order 11988, in accordance with Housing and Urban Development (HUD) regulations 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activities in surrounding floodplain will have on the human environment associated with the Homeowner Assistance Program (HAP) and Homeowner Reimbursement Program (HRP) in Walker County, Texas. The GLO was allocated HUD funding to help Walker County address unmet housing needs as a result of Hurricane Harvey, which made landfall on August 25, 2017, between Port Aransas and Port O’Connor as a Category 4 hurricane with sustained winds over 130 mph. The State of Texas Plan for Disaster Recovery: Hurricane Harvey, dated June 25, 2018 and subsequent amendments, details the plans to allocate and distribute funds. In this plan, Walker County is estimated to be awarded a portion of $312,140,132 allocated to the Houston-Galveston Area Council (H-GAC) – East/Gulf Coast region for their HAP and a portion of the $120,000,000 allotted to the State HRP. The HAP provides single family housing options including demolition, rehabilitation, reconstruction and new construction throughout Hurricane Harvey impacted areas of the county. The HRP provides reimbursement for eligible expenses incurred by homeowners for repairs on their primary residence. Eligible HRP applicants may be reimbursed up to $50,000 per household. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains, and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in or affecting floodplains, it must inform those who may be put at greater or continued risk. While the confirmation of address locations is in progress, initial estimates indicate some applications from households impacted by Hurricane Harvey may be for properties situated in the 100-year floodplain. Preliminary estimates for projects afforded by the HAP in Walker County include approximately 2,497 reconstructions, rehabilitations, new construction and/or demolitions. The number of HRP reimbursements will be based on the number of applicants received. Please note that these numbers are preliminary estimates and are subject to change. The Special Flood Hazard Zones A, AE, and AO comprise approximately 89,498 acres (17.42%) of the County’s 100-year floodplain, and the High-Risk Coastal Areas Zone VE comprise 0 acres (0%) of the County’s 100-year floodplain. Eligible HAP and HRP applicants receiving assistance for their residential properties partially or wholly situated within the 100-year floodplain will be required to participate in the NFIP. This requirement would not apply to the applicants receiving housing assistance whose residential properties are situated in Zone X, which encompasses 424,216 acres (82.58%) of the County. This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, Section 2(b), and is implemented by HUD Regulations found at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management. The 8-Step Decision Making Process includes public notices and the examination of practicable alternatives to building in the floodplain. Additional project information, including maps of floodplains and wetlands in Walker County and its census tracts, is contained in the Environmental Review Record (ERR) on file at P.O. Box 12873, Austin, TX 78711-2873 and may be examined or copied weekdays 8 A.M to 5 P.M Comments to this notice can help identify potential floodplain impacts of restoring housing in the floodplains, factors for consideration of Walker County HAP and HRP implementation, and determination of ways to avoid or reduce impacts where there are no practicable alternatives. Published in the Tahlequah Daily Press on October 14, 2018 LEGAL NOTICE OF ELECTIONS TO SELECT SCHOOL BOARD MEMBERS TO THE BOARD OF EDUCATION OF NORTHEAST TECHNOLOGY CENTER SCHOOL DISTRICT NO. 11, D/B/A NORTHEAST TECHNOLOGY CENTER, FROM BOARD DISTRICT NO. 4 (ZONE 4) FOR A FULL TERM (Must be published in a legal newspaper in all counties in which NTC is located, Cherokee, Nowata, Mayes, Wagoner, Rogers, Craig, Ottawa and Delaware Counties, prior to November 16, 2018, and posted at the NTC administrative offices and the county election board offices in all counties by that date.) Date of the Elections: A General election shall be held on the first Tuesday in April, April 2, 2019, to select a board member of Northeast Technology Center School District No. 11, d/b/a Northeast Technology Center, to represent BOARD DISTRICT NO. 4 (Zone 4). If more than two (2) candidates file for a position scheduled to be on the ballot, a Primary election shall be held on the second Tuesday in February, February 12, 2019. If no candidate receives more than fifty percent (50%) of the votes cast in the Primary election, then the two candidates with the highest number of votes shall appear on the ballot at the General election. If, in the Primary election, one candidate receives more than fifty percent (50%) of the votes cast, that candidate is elected and a General election is not required. The polling places shall be open from 7:00 a.m. to 7:00 p.m. Board Member Positions on Ballot: The voters of Northeast Technology Center District No. 11, d/b/a Northeast Technology Center, shall elect a board member for BOARD DISTRICT NO. 4 (Zone 4), which has a five (5) year term of office which expires in 2024. Qualifications of Candidates for Offices: To be eligible to be a candidate, a person must have been: (i) a registered voter registered with the County Election Board at an address located within the geographical boundaries of the Board District for which the person files a Declaration of Candidacy for six (6) months preceding the first day of the filing period (DECEMBER 3, 2018); and (ii) must have resided in the Board District for which the person files a Declaration of Candidacy for at least six (6) months preceding the first day of the filing period (DECEMBER 3, 2018). No person shall be eligible to be a candidate for or elected to be a member of the board of education of a school district unless the person has been awarded a high school diploma or certificate of high school equivalency. A candidate may not be related to an employee of Northeast Technology Center District No. 11, d/b/a Northeast Technology Center, or to a Member of the Board of Education of said School District within the second degree by blood or marriage. The following are relatives within the second degree: a candidate’s spouse, child, parent, grandchild, grandparent, brother, sister, spouse’s child, spouse’s grandchild, spouse’s brother, spouse’s sister, spouse’s grandparent, grandchild’s spouse, parent’s spouse, and child’s spouse. A candidate cannot have been convicted of, or entered a plea of guilty or no contest to, a misdemeanor involving embezzlement or a felony and it presently be within fifteen (15) years of the completion of the sentence or during the pendency of an appeal of such conviction or plea. If the candidate is not an incumbent member of the Board of Education, the candidate must agree and pledge in writing when the candidate files the candidate&apos;s Notification and Declaration of Candidacy that the candidate will complete at least twelve (12) hours of instruction on educational issues, including school finance, Oklahoma education laws and ethics, duties and responsibilities of board members, within fifteen (15) months following the candidate&apos;s election. This requirement may be satisfied by attending a 2-day workshop to be held within the state by the State Department of Education or by attending other state workshops, seminars or classes which address the above mentioned matters and which are sponsored by any organization approved by the State Board of Education, including, but not limited to, institutions of higher education. If the candidate is an incumbent member of a board of education, in his or her Notification and Declaration of Candidacy, the candidate shall be required to agree and pledge in writing that upon reelection the candidate will complete six (6) hours of instruction on educational issues emphasizing changes in school law and particularly changes in the above areas, within the fifteen (15) months following his or her election. If a member has not satisfied the above instructional requirements within fifteen (15) months of his or her election, the board of education shall declare the seat of such member vacant and fill the vacancy according to law. If the candidate has served a full term of office as a member of said Board of Education and if the candidate has failed to attend a minimum of fifteen (15) hours of continuing education courses, workshops, seminars, conferences and conventions within this state which satisfy the continuing education requirement and which are approved jointly by the Oklahoma State Department of Education and the State Board of Career and Technology Education, the candidate is ineligible to run for reelection to the Board of Education. Geographical Limits of School District. The territorial limits of NTC are coterminous with the Mayes, Craig, and Ottawa Counties, all of Rogers County with the exception of the Catoosa School District, all of Delaware County with the exception of Turkey Ford, Ketchum and Skelly School Districts, those portions of Cherokee County encompassed by the Kansas, Locust Grove and Oaks School Districts, that portion of Nowata County encompassed by the Chelsea School District, and portions of school districts partially located in Wagoner County. School Zone No. 4 is located within the territory of NTC. A map of NTC and/or Zone 4 may be obtained from any of the following: (a) Office of the Superintendent, Northeast Technology Center, P.O.
